Check out the new Inovelli Blue switch, which can be bound directly to a Philips Hue bulb using a compatible hub . With this configuration you will be able to control the bulbs even if the hub/network goes down because the switch talks directly to the bulb. You would need a zwave stick or hub with advanced settings - I use a zooz stick with Home Assistant. Something like an alarm panel from Ring or Alarm.com wouldn't as they just add basically functionality.

Typically you have smart switches or smart bulbs. Since I don't use smart bulbs I prefer my caseta switches for reliability and look and have been swapping out the zwave ones. As others here have mentioned, there are some smart switches/dimmers that offer a "smart bulb mode" which solves this, but Caseta does not have this feature. Basically turns the powered switch into a remote that can simulate the on/off function. Smart bulbs in existing fixtures need the switches for those fixtures to be kept on. However, Inovelli makes one two switches that have a smart bulb mode, in which power is kept on to the socket.

I have several Philips Wiz LED strips behind Lutron Caséta switches and it works quite well. The lights will come back on to the same settings they were at before, and if I want to make any changes, I usually ask Alexa to do it for me, or I can use the Wiz app. I also set up some Alexa routines that will turn on a switch, wait a few seconds for the light to reconnect to Wi-Fi, and then set it to some custom setting. If you're dead set on Wiz, Wiz does have its own switch available. I also have a Hubitat and these can be controlled locally through that, so I have a bunch of custom button presses on Picos that also trigger special settings on my Wiz strips.
