Bill letting RI magistrates oversee contested divorces moves forward

RIDOT will be required to submit the first report within 30 days of it being signed into law. General assembly members said the legislation would require monthly reports until the restoration of the bridge. The Independent Man was designed by George Brewster, a Massachusetts sculptor who taught at the Rhode Island School of Design, and installed on top of the State House in 1899. Last year's Senate Judiciary Committee hearing on firearm-related bills drew thousands to the capitol, and went through the night and into the next morning.

North Prov. will be 1st to compost districtwide

Administering RI state taxes and assisting taxpayers by fostering voluntary compliance through education and ensuring public confidence. “As a lifelong Cumberland resident, I’m deeply dedicated to serving the constituents of District 57 in the state house, focusing on the tasks they elected me to fulfill,” he added. For the issue of housing, Witt highlighted the need for public investment and changing zoning laws. Another reform Witt mentioned on the campaign side is instituting nonpartisan open primaries.

Rhode Island State House

state house ri

As both a type and an ideal, the Rhode Island State House informed the designs of subsequent new state capitols for a generation. Programmatically, the building follows the established domed capitol scheme with legislative chambers to either side. However, the clarity of McKim's massing and plan, together with the “chasteness” of its Renaissance detail at a time when classical propriety had begun to assert its hegemony over Victorian picturesqueness and originality, gave the format new life. The projections to mark the legislative chambers are too unemphatic in wings a bit too long, which equally unemphatic detail emphasizes. (In the original design the wings were more compact, but with uniform windows which muted exterior articulation of the legislative chambers.) As a result of the extended wings, the centerpiece with its dome does not so much build from the mass below as interrupt a bland expanse of wall in a sudden eruptive ascent. The Rhode Island State House is the seat of state government, and a magnificent example of American Renaissance architecture.

Royal Charter

The severe ornamentation of white marble in the lower portions of the space gives way to the lively color of coffers and murals in the upper reaches of the space and dome, the latter of which received the planned mural decoration only in 1947 with The Settling of Providence, by James Allen King. (The virtues painted in the squinches below the dome are apparently of earlier date.) What surely accords with McKim, Mead and White's intentions are the coffers in green and gilt, as well as the corridors in Pompeian red, gray, and ochre. The architects must have expected that sculpture would go into or onto places in the lower zone of the staircase which seem designed for it and appear a bit bare compared to the ornamentation in the dome above. Working drawings (now in the New-York Historical Society), however, give no indication of any intended embellishment for this part of the building. The marble dome, the fourth largest structural-stone dome in the world, recalls both Michelangelo’s dome at St peter’s in Rome and Sir Christopher Wren’s at St Paul’s in London but goes them one better because of its siting. Visible literally for miles, the dome captures the brilliant colors of sunset’s fading light, and its evening illumination provides a lucent centerpiece to the city.

The Senate Judiciary Committee meets in Room 313 on the third floor, but since that is the only Senate hearing room with permanent camera equipment, the Senate has been holding more meetings in the well-appointed Senate lounge (behind the chamber), with mobile video cameras wheeled in. On the issue of corruption, Witt explained she wants to roll back a new state law that increased the maximum contribution a candidate could receive from $1,000 to $2,000. Witt told 12 News that during this campaign, her main three priorities are fighting corruption, combatting the housing crisis, and building a future-friendly economy. Forte rejected James Florio Jr.’s appeal of General Magistrate Daniel V. Ballirano’s refusal to transfer the Florios’ divorce case to a judge. "And I'll trust him because I think he's a tremendous asset to the Family Court as chief judge," Craven said.

Florio had argued through his lawyer, Evan M. Kirshenbaum, that state law does not allow magistrates to preside over contested divorce cases, The Journal has previously reported. Florio cited, too, that decisions by a magistrate must be appealed first to the chief judge before the state Supreme Court, an extra step that forces the parties to exhaust more time and money. Senate, noted the distinction between judges, who are nominated by the governor after a highly competitive and public judicial nominating process, and magistrates, handpicked by the chief judge in each court.

The legislation was introduced by Senate Majority Whip Valarie Lawson and House Majority Whip Katherine Kazarian. Each of the bills will head to the opposite chamber for consideration, state officials said. Lightning has hit the statue over the decades, with a strike in 1927 causing damage, according to Journal archives. While hot-button cultural issues draw members of the public from far and wide, many bills will have the attention only of advocates and lobbyists. But while testimony may not change the immediate outcome, that doesn't mean it's irrelevant. When a bill comes before the full House or Senate for a vote on passage, supporters will frequently note if there was no opposition.

If you're cooling your heels in the circa-1904 McKim, Mead and White-designed State House while waiting for a hearing to start, there are plenty of things to distract you from your phone. You might even have time to take a guided tour, which starts in the spectacular three-tiered library and is now offered in Spanish. Rhode Island was the richest state per capita at the turn of the century and the State House reflects this wealth.

The difference during the second vote was state Rep. Susan Donovan approving it after initially being opposed and state Rep. Robert Phillips missing the first vote, but voting in favor the second time. The voting sheet for the first time that legislation passed last June showed a majority of House Democrats voted in favor, with the margin being 32-29. “Voas was part of a minority of Democrats to vote in favor of the disastrous campaign finance law taking effect this year which doubles maximum contribution limits, gives lobbyist taxpayers dollars, and opens new dark money channels for political elites,” Witt’s announcement said. "Am I correct that magistrates don't go through that [merit-selection] process? They just are appointed because somebody likes them?" Morgan asked lawyer Craven during the brief House debate. “The public deserves transparency and accountability for this crisis that has upended their daily lives and this legislation will help deliver that to the residents of Rhode Island, while also ensuring that the rebuild of this bridge happens as quickly and as safely as possible,” Rep. Kazarian said. According to state officials, the report will include components like overview of costs related to the bridge, list of consultants retained by RIDOT, updates of pending investigations, answers to questions submitted by chairs of the House and Senate oversight committee and other traffic data regarding the bridge.

Other state offices are located in separate buildings on a campus just north of the State House. To local residents it is always the “State House,” never the “Capitol,” in deference to the old multi–state house system which prevailed, in theory if not quite in practice, in Rhode Island until this building opened in 1901. A key monument of the American Renaissance, the Rhode Island State House is the product of an elaborate—and probably “arranged”—competition.

The chamber of the Rhode Island Senate is located in the east wing of the building, and the chamber of the Rhode Island House of Representatives is located in the west wing. Other notable rooms include the rotunda (beneath the dome), the State Library (north end), and the State Room (south end). The State Room is an entrance area for the office of the governor and contains a full-scale portrait of George Washington by Rhode Island native Gilbert Stuart. This room is also where the governor has press conferences and bill signings at the State House.

As a matter of course, when House and Senate committees hold hearings to get testimony on a bill, they don't vote on it. In the House, this happens through the oft-maligned pre-hearing vote to hold bills "for further study" before the hearing. Legislative leaders will later decide which bills, if any, emerge at some later date for a quick vote to advance them to the floor. In 1976, the statue was removed from its perch for restoration and repair.[7] Workers cast a full-size replica, which was installed at the Warwick Mall, as well as two replicas of the statue's head,[7] before returning the original to its home atop the State House.

This he visually enlarged by the addition of corner turret domes in the manner of Michelangelo's St. Peter's. The library with dark woodwork and coved ceiling embellished with gilded Renaissance book-publishers’ monograms, is very much in the mode of the interiors of the many Manhattan men’s clubs designed by the firm. Since the early 1990s, a private organization, the State House Restoration Society, has been an effective advocate and fundraising organization for this much loved landmark. In sum, this building is in many ways the culmination of the wealth generated in the many commercial buildings represented in this tour and the industrial buildings in the following one.

But before workers dropped the statue back on top of the State House – by helicopter – he had a brief public tour, appearing in the State House rotunda and for a while outside the Warwick Mall, where folks could take photos with him. The Lavin family of Narragansett won the raffle and in 2000 donated the head to the University of Rhode Island, where it is now on display. When the State House was being built in 1895, the Rhode Island Historical Society requested that a statue of Roger Williams sit atop the new capitol building, but architect Charles McKim worried that Williams would not be recognizable, especially when viewed from hundreds of feet below. The south terrace of the State House offers an overview of Capital Center in the foreground, with the old downtown (or Downcity) behind. It also provides a panorama of the dramatic immediacy with which the tiers of College Hill houses and institutions rise out of the city's center, in summer poking through foliage, in winter starkly exposed.

It is made of marble, quarried in Georgia, was one of the first major public buildings to have electricity, and boasts the fourth largest self-supported marble dome in the world, following St. Peter’s Basilica, the Minnesota State Capitol, and the Taj Mahal. But that said, identical bills were submitted in the state House and Senate at Forte's request to specifically authorize the chief judge to assign Family Court magistrates to hear contested divorces, and to do so retroactively. Until late spring, those sessions feature only sporadic floor debates or votes on substantive bills, with most attention focused on committee hearings. Once the House unveils its budget bill in May or June, the action heats up on the chamber floors with long nights of debates and votes.

Rhode Island State House Guide to Providence Architecture

state house ri

(WJAR) — The Rhode Island Senate and House on Thursday voted to pass the legislation that would require monthly updates from Rhode Island Department of Transportation about the state of the Washington Bridge. The last time the Independent Man was brought down to earth for repairs, lasting about a year from 1975 to 1976, cracks were also discovered in the marble base. When your name is called, make sure the button on the table-top microphone is pressed and the red light is on before saying anything. On a busy night, if you whip out prepared remarks, the committee chair may ask you to just submit them as written testimony to save time.

NEWS NOW: More human bones found behind Easton …

The Rhode Island State House, the capitol of the state of Rhode Island, is located at 900 Smith Street just below the crest of Smith Hill, on the border of downtown in Providence. It is a neoclassical building designed by McKim, Mead & White which features the fourth largest structural-stone dome in the world,[1] topped by a gilded statue of "The Independent Man", representing freedom and independence. The building houses the Rhode Island General Assembly – the state House of Representatives is located in the west wing, and the Senate in the east – and the offices of the governor, lieutenant governor, secretary of state, and general treasurer of Rhode Island.

The Senate records video in Room 313 and the Lounge, but doesn't do audio, even for Finance Committee meetings. Committee agendas and room numbers are posted online and outside the second-floor State House library on a large bulletin board and a new touch-screen kiosk. When the General Assembly meets, from January to June, the opportunities to observe, demonstrate and testify on a subject of personal interest are plentiful and provide a better window into the workings of government than any panel of pundits. The building served as the United States Capitol exterior in the 1997 film Amistad and the City Hall of Capital City in Disney's Underdog.

Cumberland’s Phoenix Witt announces campaign for RI House

"It's not the same as [for] a judge. You are correct, but it's not that they just pick their best friend. There's a process to go through it and a review process and a very extensive background check." Researchers in the 1970s uncovered McKim's architectural drawings for the State House showing at one point a statue of a female figure holding a stalk on top of the building, but it is unclear if this was ever considered. Since the cracks were discovered in September, engineers have been studying how best to repair the statue, and when. Video from a drone inspecting the upper reaches of the State House revealed two gaps, like slices removed from a cake, in the domed marble platform that the Independent Man stands on.

Wild and weird facts about RI's Independent Man statue atop the State House

Dakota Powell, campaign manager for Witt, clarified that the campaign was also counting abstentions when making that statement. (WPRI) — Cumberland resident Phoenix Witt announced on Thursday that she’s challenging Democratic state Rep. Brandon Voas in House District 57. The bill – which applies retroactively to all pending cases – evolved out of a father’s challenge to having a magistrate rather than a judge preside over his divorce case. But, he noted, Family Court Chief Judge Michael Forte selected the magistrates in his own court, which means "he believes that they're more than qualified." The vote was 62 to 9, with the nine House Republicans casting the only nay votes (and Finkelman abstaining).

The legislation will require RIDOT to provide monthly reports on the developments regarding the Washington Bridge to the Rhode Island General Assembly and the governor’s office. Gov. Dan McKee said that during this upcoming repair period the Independent Man statue will be put on public display somewhere, but it is too early to know where. It was during that disco-era makeover that the Independent Man's oxidized bronze was covered in gold leaf, allowing him to sparkle in the sun. A bronze, gilded statue designed to represent freedom and sovereignty, the Independent Man was installed on the State House in 1899. The inside, beautifully preserved in its original condition, is a marvelous spatial experience. They literally funnel the visitor towards the central rotunda, the location of the principal staircase linking the entrance level with public rooms on the second level. Most capitol rotundas are open spaces, but this is the architects’ reinterpretation of Mangin & McComb’s New York City Hall of 1810, not far from their offices in lower Manhattan. The axial change halfway between the first and second floors allows the visitor to experience and understand the organization of those spaces, for from this landing both legislative chambers are visible as well as the Governor’s Reception Room on the south and the State Library to the north. The House chamber to the west is appropriately the larger of the two, and the arcadian Baumgarten tapestries on the north and south colonnaded walls visually open a space deep within the building. On the inside, the most dramatic aspects of the building are the trapezoidal-plan entrance halls and the central stair.

‒ The fourth-largest self-supported marble dome in the world, with murals featuring Rhode Island history. Self-guided audio tours ands self-guided tour brochures are also available at the building entrance and in the State Library. Three days later, after the Senate passed their version of the bill, there was another vote in the House with a margin for the Democrats in favor.

House Of Representatives

Wide toward the outer walls, narrowing toward the stairs, the halls funnel the visitor from the north and south entrance fronts of the building to flights which make a pyramid of stairs within the rotunda. These rise to a landing, elevated in the center of the space between the ground and legislative floors, then break at right angles into another pair ascending east and west toward the two chambers. Actually, the space possesses some of the quality of a tight vertical shaft characteristic of Victorian staircases, a verticality which the raised stair landing halfway between the principal floors partially mitigates by raising the floor below the dome well above the ground level.

The Governor, Lieutenant Governor, Secretary of State and General Treasurer have their principal offices in the building, and it also holds the legislative chambers for Rhode Island’s General Assembly. Other building highlights include the State Reception Room, the State Library, and the Charter Museum, which houses Rhode Island’s 1663 Royal Charter alongside other historic documents and objects. On top of the dome stands a gold-covered bronze statue of a male figure known as The Independent Man.

On most legislative days — Tuesdays through Thursdays each week — the House and the Senate meet in their respective chambers sometime between 4 and 5 p.m. The State House was designed by the renowned architecture firm of McKim, Mead & White, winners of a national competition to design a new State House for Rhode Island. Based in New York, the firm was well-known for having designed important buildings across the country including the Agricultural Pavilion at the 1893 World’s Columbian Exposition in Chicago and the Boston Public Library. In Rhode Island, they designed the Narragansett Pier and Newport Casinos, as well as the homes of many prominent residents. Significantly, the Rhode Island State House is the only state capitol building designed by McKim, Mead & White. Its construction took nine years, from the groundbreaking on September 16, 1895, until its completion in 1904.

Rhode Island's State House is often described as a "living museum," and there's no better way to get in touch with its history than by becoming a part of it through the legislative process. The State House is listed in the National Register of Historic Places in 1970, and much of the interior decoration is original, or closely resembles the original design. The State House Restoration Society has worked closely with state agencies on several restoration and conservation projects since its inception in 1995.

State law defines lobbying as "acting directly or soliciting others to act for the purpose of promoting, opposing, amending, or influencing any action or inaction" by the government. In some cases, the divide between lobbyist and advocate can be a blurry, with some nonprofit, community, business and industry leaders registering as lobbyists. Sign-up sheets to testify are typically outside the hearing rooms and it's first-come, first-speak, although lawmakers and agency officials get to cut. The House Finance Committee vets the state budget in Room 35, a frigid, brick-walled space in the basement where the air conditioning pumps year-round. The House Judiciary Committee, Oversight Committee and others meet on the first floor in Room 101.

Emergency services may be more expensive than scheduled services, but it's worth it to protect your health. Homeowners should perform preventative maintenance to avoid potential issues and extend the roof’s lifespan. The most likely places for a roof leak are around penetrations or areas where different parts of the roof come together. This includes chimneys, flashing (especially step flashing), vents, skylights, and roof valleys. Remove old roofing nails with a pry bar under the damaged shingles. After you remove the nails, pull out the damaged shingles and scrape off any old sealant.

How To Fix a Furnace That’s Not Turning On (2024 Guide)

For more than 20 years, The Foundation Works has provided quality home foundation repairs. Our team of experts help solve some of the most common issues homeowners find, including spalling concrete,  house cracking, and sticking doors. If you don’t have an attic, look for interior water damage on your top floor. Then carefully examine the roof’s exterior for missing shingles, damaged flashing, or other signs of a leak, if possible. To find the source of a leak in your ceiling, start by locating water stains, peeling paint, or mold on your ceiling. Then head to the attic and inspect rafters, roof sheathing, and insulation directly above the damaged area for water stains, wet spots, or trails of moisture.

You can purchase new shingles and other necessary tools—such as a hammer, a flat pry bar, a utility knife, roofing cement, and roofing nails—from the hardware store. Once you’ve spotted one of the telltale signs of a leak, grab a flashlight and head to the attic to get a better look at the underside of the roof. Look for water stains, dark spots, mold growth, or trails of moisture along the rafters and roof sheathing.

Remember, the leak likely originates higher up, so follow any signs of water uphill to pinpoint the source. From aluminum to vinyl, there are several gutter materials you can choose from to match your needs and preferences. The most popular is K-style, but many homeowners prefer box-style or half-round gutters. A local gutter professional can help you find the right combination of material and style for your needs. Well-designed gutters reduce the need for cleaning and maintenance by helping prevent clogs and other issues. These top-rated gutter installation companies will help you select the right gutters for your home, plus take care of the installation.

To determine if they qualify, homeowners must submit a complete program application along with documentation to establish their eligibility. Participant selection is based on funding, the need of the homeowner, and the condition of the home. Funding is limited and not all eligible applicants will be selected. Even a small leak can quickly cause mold growth and damage to insulation and structural elements, leading to expensive repairs. We recommend finding and fixing the roof leak as soon as possible. Some roofs may require a full replacement, which costs between $5,800 and $13,100. Roofs start leaking for a variety of reasons, including poor workmanship, ice dams, storm damage, clogged gutters, and normal wear and tear as your roof ages. Even small gaps or holes can let significant amounts of water into your home over time.

A qualified HVAC technician can also help with issues like damaged heat exchangers, possible gas leaks, faulty ignitions, or malfunctioning thermostats. Your furnace repair company can also perform routine HVAC maintenance to help avoid unnecessary breakdowns. Your technician will ensure that all components function properly by inspecting and cleaning your furnace, replacing air filters, and lubricating moving parts. The cost of repairing a roof is around $1,100 on average, with most leaks costing $30 to $1,550 to repair. The exact cost depends on the cause and severity of the leak, the resulting damage, and the materials involved.
